Prior to this, being in the post of Deputy Prime Minister, and then-the head of the presidential administration, she was the most high-ranking woman in the history of independent Belarus. Photo by Sergey Gudilin. Russian by nationality on the website of the Novopolotsky City Executive Committee, which, before being appointed to the government, headed Kochanov, it was represented as “Russian”.
The family of her father came from the Moscow Region, relatives worked in the kitchen in the Kremlin, said the former neighbor Kochanova.
Father, Ivan Tolkachev, was a blacksmith in the foundry and mechanical workshop, his wife Nina worked in a sewing factory. Three children grew in the family. The eldest son Leonid Chicherin, from his first marriage, now lives in Krasnodar. At one time he studied at the Military Engineering Academy of Moscow and became a military personnel. Leonid served in Germany for a long time.
What are the views in his family? Kochanova’s niece daily publishes on her page in “Odnoklassniki” pictures dedicated to “Geyrop” and “similarity” of Barack Obama with a monkey. The official owes her older brother her name. Family legend says that the “first love” of Leonid in kindergarten was a girl named Natasha. Therefore, they say, the guy suggested that the guy also suggest the same.
The younger brother, Oleg Tolkachev, graduated from the Simferopol Food Industry College. It is noted on social networks that he now lives in Kyiv. It does not show political addictions, his tape in one of the social networks is filled with images of Orthodox saints. Childhood in an elite communal woman, the Tolkachev family lived in a communal apartment. We had neither a bath nor hot water.
But then we did not think that we had something wrong with us, ”Natalya Kochanova recalled. The inhabitants of this house have used stoves for several decades. However, the pre -war three -story building in which the Tolkachevs lived is located in the very center of Polotsk, on the Communist Street. This was the first high -rise building in the city. After the war, the leadership of the newly formed Polotsk region was settled here.
For what merits of the rooms in houses on the communist were allocated to other residents? For example, the parents of Nina Ozernikova, who still lives here, were honored teachers of Belarus. The woman also worked as a teacher for several decades. She says that Natalya Kochanova grew up in her arms-the officials of the official also somehow received housing in this house.
The apartments ceased to be communal only at the end of x. Residents were posted during the reconstruction, but two years later, not everyone returned to their rooms. Many have received another housing. But Kochanova managed to improve housing conditions at the previous address. Nina Ozernikova says that with the help of her former students in the house management, she contributed to the fact that after the reconstruction of the building Kochanova, she received a separate apartment: “One of the neighbors drank heavily, so I asked him to be expelled from the apartment and gave it to our dear Natasha.” At that time, Kochanova was an engineer in the Novopolotsky Vodokanal.
Then her career was not too rapidly developing. The results in sports were better than in her studies, Natalya dreamed of becoming a teacher in kindergarten. In elementary grades, she was engaged in athletics, and then, together with her friends, went to volleyball. Natalia played for the school team in regional competitions. As often happens in such cases, success in sports was better than in study.
There were assessments medium, ”recalls Nina Ozernikova. At the same time, teachers note the zeal and goodwill of the student. The school was with an in -depth study of the English language. They began to teach him even in elementary grades, and in the elders they even held in English some lessons in mathematics and history. Many students, and many have a weak knowledge of the language, ”says Natalya Nelubova, who taught Natalya Kochanova a foreign language from the seventh grade.
In Kochanova’s profiles, it is noted that she owns English, but in fact she did not speak freely on him. Sports - a pass to the future entering the Novopolotsky Polytechnic Institute now Polotsk State University is also possible thanks to sports. Then educational institutions were interested in recruiting applicants who could perform at competitions, albeit to the detriment of success in their studies.
Here is a teacher at the institute and invited Tolkachev Kochanov. But having succumbed to persuasion, my friend and I went to submit documents ... I went to this university to study in order to be able to play sports, ”said Kochanova. Natalia chose the specialty right before submitting documents. The future official preferred "water supply and sewage." As I remember now, a stand with pictures, diagrams of treatment facilities, ”she recalled.
And she admitted: "In my first year I did not see myself." Classmates cannot note her success in their studies. But sports performances gave the girl various advantages. For example, she did not go to potatoes. A graduate without ambitions by distribution Natalia was in Svetlogorsk. However, at the local “chemical fiber” she was not really waiting for her.Kochanova hinted that they would not mind if she herself finds another job.
Then the Novopolotsky Polytech did not closely track graduates who did not reach the distribution site. Natalia did not fight for a place in Svetlogorsk, but returned to Polotsk, where she got a job at Vodokanal. For three months, she answered calls and wrote out track sheets, after which she was transferred to an enviable position of security engineer. I never thought to go out of nowhere ...
When I was on maternity leave, I was offered to go to the housing and communal services enterprise. I went. Well, what did I strive for? Yes, nothing, ”the official sincerely told her life philosophy. Baskingball player, in university times, at competitions, Natalya met her future husband. Leonid Kochanov was also an athlete, his profile was basketball. He worked as a physical school at the Polotsk trade and technological college.
After the transfer of his wife to the capital, he quit and moved to Minsk. The first daughter in the family was born in metro station Olga, after entering the Belarusian State Medical University with a degree in Pediatrician. Having studied, she returned to the small homeland with her husband, also a pediatrician. Now Olga is working in the Novopolotsky maternity hospital.
Two children are brought up in the family. Photo from social networks. Another daughter of officials, Elena, nine years younger than Olga. She graduates from the Department of Foreign Languages of the Historical and Philology Faculty of Polotsk University. What caused the choice of profession? In the gymnasium where the girl studied, a cultural exchange with Sweden was organized.
Elena's teachers recall that the girl’s life plans have changed after a trip to Scandinavia. It was there that she realized how important knowledge of foreign languages is. Friends said that Elena is a smart girl and a patriot. Recently she got married. Polotsk's corruption leadership work in the housing and communal services of Polotsk has changed for Natalia Kochanova with her transition to the city executive committee.
It was he who made me believe in his strength and take the next step in life, ”said Kochanova. Interestingly, the mayor was her house neighbor at the Communist. He later rewrote four rooms to the eldest daughter. However, a sharpened and burned out of real estate. At the beginning of X, a criminal case was opened for the allocation of plots near the Trans-Efrosinievsky Monastery.
Vladimir Carbage and his deputy Sergei Kuksov were accused of illegally allocating land under the cottages. Without waiting for the court, the mayor wrote a petition for pardon and was released. The disputes between Polotsk and Novopolotsky Kochanov went to increase even to the dubious discharge of the land by Polotsk officials. In m, it was unexpectedly appointed chairman of the Novopolotsk city executive committee.
The townspeople say that Alexander Kosinets, who at that time was a deputy prime minister, and later became the chairman of the Vitebsk regional executive committee at that time. The Kosinz had the idea of uniting Polotsk and Novopolotsk into one administrative unit, since the distance between the cities is only 5 km. Such conversations have been led since Soviet times, but Kochanova’s predecessor Alexander Komarov actively resisted this idea.
Residents of Novopolotsk did not approve of the project, because they wanted Naftan's taxes to go to the development of their city, and not to build infrastructure in the not so rich Polotsk. On the other hand, many Polocaces relate to Novopolotsk only as a suburbs of their ancient city.
