After the signing ceremony, Sergei Dubovitsky spoke about the essence and some details of the project. Sergey Dubovitsky, senior vice-president of Norilsk Nickel, Director for Strategy and Management of Strategic Projects, Logistics and Resource Support: Today we signed an agreement in a tripartite format between the Rosata, Norilsk Nickel and Far Eastern Shipbuilding and Ship Repair Center.
In a broad sense, this is an agreement on joint efforts in the development of cargo turnover along the Northern Sea Route. In a more applied sense - about the development of the Russian project of the icebreaker diesel -control system and, accordingly, its construction on domestic capacities. The importance of this agreement is dictated from the point of view of our company by the fact that it has quite large -scale development plans.
They are associated, in particular, with an increase in the load on our logistics, with a large investment program, which we will already implement and will implement in the next 10 years, as well as with plans for the development of our production.
Therefore, additional icebreakers, especially taking into account those who retire, are fundamentally important to us. Despite the fact that we are a mining and metallurgical company, due to geographical specifics, logistics for us is a very important element and has always been that. Therefore, we are ready to participate in this project as partners. It is, as I said, about the development of the domestic project of the icebreaker diesel and control, about its construction for replacing the icebreakers like “Taimyr Vaigach”, which now provides ice-hardening wiring for Norilsk Nickel.
Accordingly, we plan to jointly develop a project for the needs of the Norilsk Nickel in such a trilateral format. We expect that this will be a replicated project, which can then be scaled as part of the strategy of the Far Eastern Center for Shipbuilding and Ship Repair, so that there is not just one icebreaker, but a series of icebreakers. These are two -fuel icebreakers that can use LNG as a second type of fuel, which is more environmentally friendly.
Many have been said today on the topic of ecology, so it is important that it would be a project that would provide the necessary icebreaking capacities, and would satisfy all modern requirements, including from the point of view of ecology. Our icebreaker is not limited to the development of the transport and logistics complex. We plan to invest about 90 billion rubles in the next 10 years in transport logistics.
One direction is the development of the icebreaker fleet. The second is the development of our port capacities. We have already started the program of large -scale modernization of the port of Dudinka of one of our support ports. We plan to invest about 40 billion rubles for these 10 years. This is a complete, percentage renewal of the entire crane, equipment, and mooring walls. We assume that we can increase the cargo turnover of the port by 30 percent and the cargo turnover of our flows along the Northern Sea Route - also by 30 percent.
Thus, returning to the contribution of today's agreement to the development of a wide agenda, probably, three main elements can be distinguished. The first is the effective implementation of our development plans for investment projects without additional logistics this is simply impossible. The second is an increase in cargo turnover along the Northern Sea Route. And the third is import substitution: we are certainly interested in having our own effective projects of icebreakers and other vessels.
One of the tasks that we set with Rosatom as part of the signed agreement is to find the optimal form of financing in the development and construction of such an icebreaker. At the moment, we find various forms. This can be financing according to one of the Rosatom programs with a long -term contract by Norilsk Nickel, which will guarantee the corresponding volumes of this icebreaker.
The option of financing by the Norilsk Nickel or co -financing is also considered. Different options are possible. It is important for us to provide the result.
