What, in your opinion, was he? The outgoing year, as always, was saturated for our department. The task that we set for ourselves is to be in the top ten of the best departments of the Pension Fund of the Russian Federation, forces the team to work in intense mode every year. This year was also no exception. And, I want to say that largely due to precisely determination, professionalism and team spirit that our team distinguishes, the department was awarded this year another very significant award - the first place in the nomination “For the development of personnel potential” in the All -Russian competition “Organization of high social efficiency”.

This victory is also important in the fact that it put the team of the department on a par with large federal enterprises. The laureates of the All -Russian competition, and its results are summarized by the Government of the Russian Federation, in the nomination "For the development of personnel potential" in the production sector, the company became Rosatom, Rosenergo, Kazan Helicopter Plant, oil companies.

In total, the organizing committee received applications from more than participants, each of which became the winner of the regional stage, and presented his subject of the Federation at the competition. This suggests that the competition is distinguished by a high degree of competition. Therefore, the victory of our department in the nomination “For the development of personnel potential” among the non -production organizations is not only a prestigious reward for us, but, I think, for all state institutions of Buryatia as a whole.

At the award ceremony in Moscow, the Minister of Labor and Social Protection of Russia, Maxim Anatolyevich Topilin, was very surprised by the fact that there is a state institution among the winners of the competition. This struck him and at the same time very pleased. And handing the diploma, he said not without pride: “Ours! It was probably a logical surprise. Building a corporate culture, the development of personnel potential is widely used in the production and commercial sectors.

In the state sphere, probably, this is not yet accepted? I can’t speak for everyone, but as for the organization of work with the personnel staged in our department, it is deservedly marked by a high reward of the All -Russian competition. We really have a very rich corporate life. These are reviews, sports science, the participation of our sports teams in republican competitions in mini-football and volleyball.

This year, the team of the department took first place in the sports day among the territorial executive bodies dedicated to the Day of Russia, and became the winner of the sports day among the production groups of Buryatia. The Mongolian colleagues also noted the professional game of our guys during a trip in September this year of the delegation of the department to a neighboring country.

By the way, both Mongolian athletes were more professional in mini-football and volleyball, having beaten the national team of the Main Social Insurance Directorate of Mongolia and Tori Bank. What will this trip be remembered to you? By the brightness of impressions, the hospitality with which we were met by colleagues from the Main Directorate of State Social Insurance of Mongolia, interesting communication - this is probably one of the most memorable events of the year.

With colleagues from the Main Directorate of Social Insurance of Mongolia we are connected by long -standing friendly relations. We are interested in their experience, which unites pension, medical and social insurance, also the functions of the main management include the payment of state unemployment benefits. We got acquainted with the work of the district departments in Darkhan, in Ulan Bator we visited the Main Directorate of Social Insurance directly.

Mongolian friends prepared for our arrival a very interesting cultural program with the performance of artists, excursions on the sights of Ulan-Bator and the Genghis Khan ethnocultural park in the suburbs of the capital. It was very informative, especially for young people. And the fact that this trip took place a great merit of our trade union committee and trade union leaders of Valentina Fedorovna Khabdaeva and Tatyana Konstantinovna Kalashnikova.

Evgeny Kazakovich, summing up the results of the year, what areas of work would you note? The quality of work in the establishment and payment of pensions has noticeably improved. This was achieved not only due to rigid control over the process, but largely due to the improvement of the technology of assigning pensions, well -set in advance work with future pensioners and the development of information technology.In improving the process of personified accounting, also good results were achieved using the automation of information processes.

If earlier the updating of individual personal accounts of citizens was carried out once a year and at the same time stretched for several months in time, now we carry out this work in quarterly mode and in the maximum short time. This also suggests that almost all policyholders in Buryatia today switched to interaction with the Pension Fund in the format of electronic document management?

Yes, it seemed unrealistic before. And today, the work on the transfer of policyholders to electronic document management has been almost completed with us, and our colleagues from other regions were able to verify this during the interregional seminar of the management of the PFR departments, which took place in Buryatia in July. At the seminar-meeting, our department first presented colleagues with a technology for assigning pensions in a contactless way.

At the same time, we announced her as already a really working process. I believe that we have found an interesting solution that will determine the further development of the PFR department in Buryatia. It is important that we have declared a tight work on our developments to improve the pension processes and intention to do it tightly from the first and at such a high level.

Sevastopol saw that the appointment of pensions according to personified accounting in a contactless way is a really working technology. With its implementation, the future pensioner will not need to come to an appointment with the Pension Fund. The whole procedure for assigning a pension, starting from the moment of submitting an application and documents for registration of a pension before the pension, he will be able to go without leaving his home, on the Internet through the "personal account of the insured person." This is a very interesting technological process to which our experts gave the corresponding speaking name - “Auto Processing of the Pension”.

And if we can implement the technology of non -contact use of pensions in the near future, this will be a real breakthrough! Next year, will we be able to offer this service to the population? I think that this is a very real task and at present in the FIU, our initiative is considered to begin to implement this technology in Buryatia as a pilot project. The technology of contactless pensions is already running in test mode and shows good results.

That is, today we can already accept documents from citizens for processing for early preparation of pension business layouts. At the same time, the Department of Information Technologies of the Department modifies software, which in automated mode will allow you to launch the process of forming unified extracts from the databases of personified accounting and the process of deciding on the appointment of a pension.

As soon as this work is completed, which unites all technological processes into one, we will receive a single integrated information system of the Pension Fund for the appointment of pensions. And this is what we could only dream about a few years ago! And our department approached this process one of the first in the country. As it turned out, this service, not yet appearing, is already very in demand.

You talked about the interest, in particular, the leadership of Gazprombank about conducting early preparation for retirement of its employees precisely on the basis of our department. I think that in the first half of the year, cooperation with Gazprombank will begin. Moreover, interaction with one of the largest policyholders in Russia, and in this structure there are 15 thousand people throughout the country, will create a unique precedent - employees working in Moscow can apply for a pension to the PFR department in Buryatia, sending the entire package of necessary documents on the Internet.

In turn, I see in this cooperation there are great prospects for separation. Using the technology of contactless pensions in Buryatia, the total number of pensions and the number of insured persons will increase. As a result, the team of our department may claim to increase the group of remuneration. And, I think that our team should be directly interested in this. And given the fact that the department in Moscow and the Moscow region is faced with the problem of lack of personnel, thanks to the technology of non -contact purpose of the pension, we could to which the extent to help unload colleagues.

There were many business trips this year. Experts traveled to the exchange of experience in advanced departments in the Republic of Tatarstan, in the Belgorod and Irkutsk regions. Recently, you visited a department in the Chechen Republic. That is, we ourselves are in the top ten of the best departments of the FIU, but, nevertheless, we do not calm down, we are constantly looking for something?

You can’t get close in yourself. Many reasonable ideas can be found from colleagues, improve and ultimately offer them a good product.In particular, in the year, the department in the Republic of Tatarstan shared with us the technology of the multifunctional infoomat, which we finalized and improved. As a result, the number of services that are available to the population without contacting a client service specialist has significantly increased significantly.

And a year later, at the seminar in Ulan-Ude, our department proposed to adopt updated infocys throughout the system, and received the good of the PFR leaders. In turn, the Irkutsk people, the Astrakhan, Krasnodar and representatives of the Chechen Republic showed great interest in the technology of the pension. We gladly shared our achievements with them. I have noted for myself that many managers really liked the district administrations.

So not everywhere? Not everywhere. I think that our branch is fully consistent with the status of one of the best territorial divisions of the Pension Fund of Russia. You can talk about this with pride. And this is not a bragging. I categorically disagree with the attacks on the Pension Fund for supposedly excesses and luxury during the construction of the PFR buildings. Our buildings cannot be called pompous.

Given the socially significant activities of the Pension Fund of the Russian Federation, in the design and construction of facilities, first of all, we put the comfort and availability of our client services for the population at the forefront and, importantly, with low construction or reconstruction costs. I just remember the year when the President of the Republic Leonid Potapov showed in what unstoppable conditions our specialists have to receive the population: narrow, dark corridors, tightness, long queues and constant annoyance of people.

Honestly, it was very ashamed. Today we have only two districts left - Bount and Zakamensk, where is the construction of new buildings of the Pension Fund? The construction of the PFR Office building in the Zakamensky district will begin in the year, according to Baound, an application for the allocation of funding for the construction of a new building according to the plan will be satisfied in the year.

Thus, for ourselves we will completely close this topic. I just do not understand some heads of the PFR branches who do not consider it necessary to build buildings buildings, but prefer to rent premises. There is no need to talk about any comfort and convenience for the population with this approach to the organization of public service.
