Istomin Murmansk Biography Alla
Alla Istomin: from fire and in the driving on November 20, Alla Pavlovna Istomin on November 2 headed the largest heat supplying enterprise of the region - Murmanenergosbyt MES. Before that, she worked for a long time as deputy general director of Murmanskvodokanal. And the first interview, the first woman - the head of the enterprise gave the Arctic Observer. The first question was, of course, about the proposal itself to lead the MES.
Remember, when he enters the office with the camera and does not recognize Catherine in the director. Of course, Rodion-Zapolf, but everything else is-there is a desire to express himself in a favorite business, but the fact that it will reach such a level did not even expect the heroine of the film. Of course, I assume that several candidates for consideration were submitted to the governor, but he offered me.
And there are no special intrigues - proposals from different structures were periodically received, but I had a goal - to be a good economist. And I never set myself the goal of being the head of some large enterprise. I am such a person - I am interested in many, and I always say to my subordinates that life is large and long, you need to be confident in yourself. And in order not to choose you, but you chose - you need to do a little more than your duties are written.
A little more, and a little wider. And I want to say that those specialists who worked and work with me are in my subordination - these are all absolutely performed professionals. For example, one of the first to congratulate me by Yaroslav Shalagin from Kandalaksha, where we went to watch our boiler rooms. He literally said the following “here, Alla Pavlovna, you can say that they raised the head of the administration of the Kandalaksha district.” With Yaroslav, life brought us up 20 years ago - at that time I was the head of the planned department, and he came to our company with a young specialist.
That is, I was his first mentor, and I am pleased that they remember me. That is, you know the whole process "from and to." Now - MES. I don’t know how appropriate it will be to compare these two huge organizations, but probably there is something in common? Or, conversely, there are too many differences? There is more difficult with modernization, because there are treatment facilities.
Widespread, treatment facilities and sewage systems are individual production, which implies high environmentally friendly requirements. But with them a little easier-a lot of funds were attracted-federal and regional-in the transfer and construction of new trunk water pipelines, a length of 20 km to Murmashi and the milk they go. And the heat is arranged so that the boiler rooms - ideally - should be located as close as possible to their subscribers to end consumers in order to minimize losses.
What are the main problems? And keeping boiler rooms with excess capacities is very costly - these are huge buildings, staff, maintenance of equipment, and so on. Old boilers; Although they are equipped with automation, it requires the presence of a person, round -the -clock service. All these boiler houses are fuel oil, five boiler houses operate on coal. They are new, modular.
Now one is working, the second is about to be put into operation, the third is being built. And, as I understand it, an investor who builds them wants to stay there and a guaranteeing supplier. This is also very important, since the extraction of peat, and heat generation, and delivery are concentrated in the same hands, in a single chain. The boiler rooms are fully automated, and the responsibility of the only operator is essentially only a fuel - peat.
Fuel oil - fuel oil, but there is an example with peat, and MES already has five boiler houses on coal. It is impossible to unequivocally say that coal is more effective than fuel oil. We need to consider a set of criteria to determine the benefits of a particular type of fuel. This, again, is a number of conditions: what capacities are needed by our subscribers, what are the possibilities for construction in a given area, whether the sanitary-protective zone is observed, because each type of fuel is different.
Plus - based on the power of the boiler room, it is necessary to have a standard fuel supply, which, as you already understood, can be stored either on a closed or on an open area. Here, for example, the boiler room under construction in Severomorsk on Kortik Street: it is coal, but it is small and at the same time quite effective. But in any case, it is billions.
Even - tens of billions of rubles. But it's not even about money. Now the main task is to decide on the direction of movement: if we install gas-fabric boilers, we will no longer go to coal. Or it will be boilers working on solid fuel-coal and RDF fuel Refuse Derved Fuel-a type of fuel consisting of waste remaining after sorting garbage, but then there will be no liquid fuel.
In general, in each case, it is necessary in each specific settlement to be determined with the view and with capacities. That is, there is no and cannot be any single modernization scheme. For example, in our neighbors - in Finland - in our latitudes they use all types of fuel - coal, gas, fuel oil, electricity.Although, it seems to me that they are completely set to switch to gas heating.
Photo - TG channel "Zapolyarny Vruchn" - MES, like many other resource -supplying organizations, switched to direct calculations with consumers. This somewhat increased payment discipline, but did not completely eliminate the debts. How does the enterprise work with receivables? On the Internet, for example, are they discussing the “know-how” from the MES in the form of red receipts of debtors?
The current debt to the MES is seven billion rubles, of which almost five are the debts of the population. And the remaining two billion is, as a rule, debts of past periods, even before the transition to direct payments. That is, managing companies went bankrupt, leaving debts to resources.
Of the current problems, municipal housing abandoned by people can be noted. For example, there is a lot of it in high, in Nickel. Together with the municipalities we work, they conduct an inventory of such housing, then together we are updating the database of the given for calculations. We understand that heat is not cheap, and if you “start” the payment, do not pay on time, then the debt grows very quickly.
And when he is already around ten thousand, our experts begin work with the consumer. We call, find out the reasons for the duty, offer solutions, for example, installments or restructuring. Ten thousand is the minimum judicial amount we can apply for the recovery. But this is all in extreme cases. And by the way, “red receipts” - they appeared as an experiment, there are debts over 50 thousand.
And experience showed their effectiveness. In fact, we do not violate anything, we do not disclose any data. We pay attention primarily to consumers that there is a debt. Colleagues, for example, as soon as the debt is formed, start the call and SMS-informing procedure on debt. After all, we are very dependent on the payment of the population. Meanwhile, life shows that they are not paid not by those who are in a difficult life situation, but quite the opposite!
But in general - I go little to management, mostly I am at objects. And in production they are absolutely normal, according to the worker. I do not see any other relationship to myself, if only because I am a woman. It’s hard for me without production, I know it, I understand, I can influence the production process. And I like it! Moreover, assigning me a position was actually given to me card-blanche: I myself must determine the priorities and development of the largest energy-generating enterprise of the region.
